A number of departments lacked Chinese speaking officers with sufficient authority to make an impact when presenting Government policy. It would not be difficult to make use of Government rights to time on television if suitable Chinese speakers were available.
Students might feel more confidence in CDO's if the latter could assist in administering the provision of recreational facilities for them. H.E. suggested that this approach might be used in running the Summer Youth programme.
DSB proposed that although the recommendations in paragraph 47 was acceptable, it and any other reference to Special Branch in the paper should be deleted if the paper was to be given wider distribution.
H.E. directed that, subject to the points made in discussion, the recommendations in the paper should be generally accepted.
