I am now able to reply more fully to your letter of

11 October about the resettlement policy of the Hong

Kong Government, and in particular, the protest of the

Yan Yi villagers.

With regard to the arrests that were made during the demonstration, they were only made as a last resort, when the demonstrators who were causing obstruction by an unlawful assembly ignored repeated warnings from

5 September, 108 were given an absolute discharge when their case concluded on 9 September. The 18 defendants convicted of unlawful assembly and obstruction, were bound over in the sum of HK$500 (£36) for one year.

In

a subsequent application for a review of sentence on

8 November, the Court ordered that no conviction be

recorded against them but the $500 bond for one year was

to stand.
