to abolish these seats,
reached a decision
the reply could say that while the Secretary of
State realised the fine contribution that members in
these seats had made over the years, they were not
in any way embodied in the constitution of Hong Kong,
and that since they appeared somewhat anachronistic
he supported the Governor's proposal not to
continue with the convention. The letter might
add for good measure that since all the unofficial
members of both Ex. Co and Leg. Co as at present
constituted were JPs there did not seem to be any
possibility of their views being under represented.
