1 Thank you very uch for the work you have already done on this subject, the results of which were set out in your minute of 12 June.

2 I am now preparing a submission to r Royle on this, basing myself on your minute of 12 June, in order to get a reply back to the Covernor before he leaves ong

ongong on leave on 5 August.

3 In the meantime, I should be very grateful if you could do such further rescarch as you think necessary for instance you mention the precedents of Ceylon and "auritius. If you turn up any- thing which you think should be added to the conclusions of your minute of 12 June, perhaps you could let me know so that we may, if necessary, telegraph the Governor before he leaves the Colony on 5 August.

I attach a photocopy of your minute of 12 June. I am afraid T cannot return the rest of the rasers to you as they are going forward with the submission.
