PARLIAMENTARY QUESTION BY MR JAMES LAMOND MP
I attach a draft submission to the Parliamentary Unit together with a draft reply, Notes for Supplementaries and Background Note.
Sir L. Monson minuted about Mr. Lamond's PQ on FCO Telegram No. 361 at (7) and I have incorporated this into the Background Note.
On the proposed parliamentary Reply, I have suggested using only the first sentence of the Governor's proposed reply keeping the rest of

the paragraph for the first Note for Supplementaries. (Paragraph 1 of Hong Kong Telegram No. 393 at
A in the attached submission). You may, however, prefer to include the whole paragraph in the parliamentary reply.
The Parliamentary Unit would like to receive this by mid-day tomorrow at the latest.
