PARLIAMENTARY QUESTION: HOW MANY MEMBERS OF THE HONG KONG

EXECUTIVE AND LEGISLATIVE COUNCILS ARE INDUSTRIAL WORKERS?

1. The attached Parliamentary Question by Mr James Lamond MP

is for oral reply on 15 May.

2. I submit a draft answer together with Notes for Supplement-

aries. The draft is based on the Governor's advice (Hong

Kong telegram No 393 is attached).

A list of members of the Executive and Legislative

Councils is also attached. The Executive Council consists of

8 Nominated Unofficial and 6 Official Members. In the

Legislative Council there are 12 Official and 13 Nominated

Unofficial Members, but the Governor, as President, has an

original and a casting vote, thus maintaining an official

majority.

When the appointment of the Unofficial Members of the

Executive and Legislative Councils came to an end on 31

December 1971, it was decided to reappoint all of them for a further six months to give Sir Murray MacLehose (who had only assumed office on 19 November, 1971) time to make up his own
