Appointments to the Executive and Legislative Councils are

made on a personal basis.

boards, Councils and Committees, and on those which are

concerned with Industrial Employees (eg Labour Advisory Board,

Industrial Training Advisory Committee, Hong Kong Productivity

APPOINTMENT OF MRS ELSIE ELLIOTT (as "Workers' Representative")

Appointments are made on a personal basis rather than on

representation; in any case Mrs Elliott could not be said to

be a representative of the workers; she is I believe the supervisor and/or manager of 7 local schools.

4. Despite past efforts industrial workers in Hong Kong have

never been organised on a general trade union basis as here.
