2. We have received this morning the Governor's despatch
dealing with the appointment of members of the two Councils
from 1 July 1972. I have also had a letter by the same bag
about the two seats for which candidates are nominated by the
JPS and the Hong Kong General Chamber of Commerce.

be submitting Sir Murray MacLehose's proposals immediately after
the Whitsun holiday. Meanwhile, I think the best thing to do
would be to send a personal reply to the Governor's telegram No
425. A draft is attached. This is based on discussions we
have had with the Department's Legal Adviser and the Legal
Executive Branch.
