6. As the Governor has explained in his telegram No 425 the
appointments he has recommended involve an increase of one
Official and one Unofficial in the Legislative Council.

load. In fact, he believes that 2 more Unofficial Members are
required. He proposes that there should be one addition this
year and another next and that the numbers of Officials and
Unofficials laid down in the Royal Instructions be changed now
to 10 and 15 respectively instead of to 9 and 14 as his immediate proposals require. If, as I recommend, Ministers
agree to this proposal I will arrange for the submission to the
