Mr Salmon was the representative on Legislative Council of
the General Chamber of Commerce. His successor as Chairman
of the General Chamber is Mr P G Williams. The Governor has
proposed that Mr Williams be appointed to the Legislative Council
in place of Mr Salmon for a term of 2 years. Apart from that,
Sir Y K Kan has at last stepped down from the Legislative Council
he has been a member since 1961). This has made 2 vacancies
(having regard to the Governor's proposal to reduce the load on Unofficials by an increase of one in their number. For
these vacancies the Governor has recommended Mrs C J Symons
and Mr Wu Man-hon. We have known for some time that the
Governor was anxious to have 2 women on the Council instead of
one. His reasons for recommending Mr Wu are set out in
paragraph 9 of his despatch.
4. In the past it has been suggested that the field from

his disappointment at being unable at this stage to find
suitable people from outside the established circle, but is
reluctant to take risks, particularly at this stage in his
governorship. I agree with his judgment on this. There will,
however, be scope for changes in a year's time, since some of
the appointments are for one year only.
