Mr R. H. Lobo, 49, is an appointed Urban Councillor and was Chairman of the Markets and Abattoirs Select Committee.

Mr P. G. Williams was also unavailable.

The Director of

of Social Welfare, Mr G. T. Rowe, was on the Legislative Council two years ago before he was transferred to the Executive Council.

Yesterday's

appointment

means he will now serve both Councils simultaneously.

Mr Rowe declined to comment on the reasons for his re appointment.

Flected Urban Councillors greeted the appointments of three of their appointed col- leagues with some bitterness.

who represents the people. This is one indication of how Government deals with the peoples' wishes,” said Mrs Elsie Elliott.

She felt sorry for the workers who had tried so hard to nominate her to a seat on the Legislative Council.

Hilton Cheong-Leen Mr said, “it seems to be the British policy not to have any clected Urban Councillors on the Legislative Council.

"But, of course, it is the Government's prerogative to appoint whoever it wants."

Mr Denny Huang said he would like to see a few elected seats in the Legislative Council.

"There have been so many former Urban Councillors in the Legislative Council. Their views were quite different

from

those of the elected members when they served on the Urban Council.

"We

have been working along satisfactorily with the appointed members and I hope with the appointment of the three there will be changes," he said.

The senior appointed Urban Councillor, Mr A de O. Sales, commented: "I am very pleas ed to hear that these Unofficial Members of the Urban Council have been appointed to the Legislative Council.

"They have all done good work in the Urban Council and also in outside public organisations. They have proved that they have the interest of the public at heart.

"I am sure that they will continue to work for the public good in their new capacity."
