APPOINTMENTS TO THE EXECUTIVE AND LEGISLATIVE COUNCILS, HONG KONG
1. At a Privy Council meeting in June an amendment was made
to the Royal Instructions to increase by four (2 Officials and
2 Unofficials) the number of Members of Legislative Council.
The maximum number of Members is now 10 Official and 15
Unofficial, in addition to the 4 Ex-Officio Members (Colonial
Secretary, Attorney General, Secretary for Home Affairs and
Financial Secretary).

On 1 July the Governor made substantive new appointments
to both the Executive and Legislative Councils. A copy of the
Governor's despatch of 22 July giving a list of the appointments
is attached. On making these appointments the Governor left
two vacancies on the Legislative Council - one Official and
one Unofficial.
3. The Governor now proposes to fill these two vacancies and
also a further vacancy on both the Executive and Legislative
Councils, which has arisen because of the retirement of
Mr G T Rowe, a nominated official member of both.
4. In his telegram No 1035 the Governor recommends the
replacement of Mr Rowe on the Executive Council by Dr G H Choa,
Director of Medical and Health Services, who is already an
