1. The attached Parliamentary Question by Mr James
Sillars is for Oral reply on 25 January. reply is attached.

I understand that it is quite common for Members
of Parliament to make use of this form of Question
in order to give them as wide a range as possible for
asking supplementaries.

We have only two previous Questions on record as
having been asked by Mr Sillars about Hong Kong and
these were both answered on 7 December last. One
inquired what percentage of the Hong Kong population
was Chinese and the other concerned the use of Chinese
Subject as an official language in Hong Kong. The latter is

currently a live issue in the Colony. Copies of the
relevant Hansard extracts are attached.
4. We have no information as to Mr Sillars' particular
interests and the attached Notes for Supplementaries
therefore cover a fairly wide range of subjects.
