creating a post of Ombudsman or Commissioner for
Administration. However, the Office of the Unofficial Hmbers
Embers of the Executive and Legislative Councils, which
is part of the machinery in Hong Kong for enabling
members of the public to make known their grievances to
the authorities, has recently been strengthened and
re-organised. I consider that the re-organised office
should be given an opportunity of showing whether it
can successfully deal with all the grievances referred
to it before any final conclusion is reached as regards
the creation of a post of Ombudsman.
Local Government Reform
6. During his visit to the Colony in October last,
my honourable Friend the Parliamentary Under-Secretary
of State discussed with the Governor the question of
