SUGGESTED VISIT BY SECRETARY OF STATE TO HONG KONG

At the Ministerial Visits Committee yesterday we discussed the invitation to the Secretary of State to open the Science Centre of the Chinese University of Hong Kong and to meet the participants in the General Conference of Vice-Chancellors and Principals of Commonwealth Universities which is being held there at the same time. We understand the exact dates will be 6 April for the opening of the Science Centre and 10 April for the Conference Meeting.

It was thought at the Committee that this invitation would fit in with the Secretary of State's own wish to visit Hong Kong next year and that it could be combined with a visit to New Zealand and his attendance at SEATO. The next
and meeting which will take place in Canberra/on normal form would be held in April. I was asked to look further into the date of the SEATO meeting to see if such a plan were feasible.

Mr Wilford tells me that:
(i) no date has yet been fixed for the SEATO Meeting but that (ii) the Australians may well be open to influence in fixing a date which would dovetail into any visit the Secretary of State makes to Hong Kong. Since Easter next year is on 3 April presumably the Secretary of State's visit to Australia and New Zealand would most conveniently follow that to Hong Kong.
I would be grateful for your advice as to whether we are now in a position to put to the Australians that they should fix the SEATO Meeting to fit in with the suggested visit to Hong Kong and if so whether there is any precise date which we might put to them. I do not for instance know whether it would suit the Secretary of State to visit New Zealand before or after the SEATO Meeting”
