The Secretary of State's Programme of Visits
We discussed this morning possible dates for the Secretary of State to go to Moscow and Warsaw. I told you that the Secretary of State had earlier had in mind visits to West Africa in the early part of next year and is also thinking of going to Rome, Tel Aviv and perhaps Amman in March. In addition we have a visit to Australia for the SEATO Conference, the date of which has not yet been fixed, but which we had hoped would be in April so that the Secretary of State could tag on to it a visit to Hong Kong for the opening of a Conference Hal! at the University and also to Japan for the Anglo-Japanese talks. (The Australians however, want the SEATO Conference at the end of June or in July). I also told you that the Secretary of State would prefer to go to Moscow when the weather is rather better than it is likely to be in January or February. You said that we could not count on good weather in Moscow until May; and that the Secretary of State for Trade and Industry would probably find it impossible to hold a meeting of the Anglo-Soviet Joint Consultative Committee before January.
There is nothing particularly sacred in the dates for the Anglo-Japanese talks. We had great difficulty in fixing up a mutually convenient date this year, but we could, provided we start in reasonable time, shift them to suit ourselves and the Japanese. The Hong Kong University date is a fixed one, but it is not essential for the Secretary of State to tie his visit to Hong Kong to the opening. As far as time visit to West Africa is concerned, it could take place equally well in January or February though as it will involve an absence of about a fortnight we shall have to fit it in with the Parliamentary timetable.
Against this background could you consider again the programme for the visit to Moscow. If it was possible to postpone it (and the visit to Warsaw) until May, I think that the Secretary of State would prefer this.
