I now attach a draft submission suggesting that we go firm on May, 1972, which is the date preferred by the Secretary of State himself. This would not interfere with any of the other events mentioned in Mr Graham's minute.

I should like to put this submission up on Wednesday 28 July. May I please have any comments by the close of play tomorrow, 27 July.
