1. With reference to your note on the attached Far Eastern Department submission, I attach the two drafts for which you have asked.

As regards the letter to the Governor, I am in some doubt as to what should be said to the Governor in the event that the Chinese University authorities still wish to invite a Minister to visit Hong Kong in April. I have therefore added paragraphs on to the end of the brief for Sir Leslie Monson in case he wishes to raise the point with the Ministerial Visits Committee.
