the Japanese, and in the event the talks were arranged with very
little notice. It would be better if we could agree dates
well ahead this time. It would also reassure the Japanese that we continue to be interested in such exchanges.
3. I have seen Mr Martin's submission of 12 October
recommending that the Secretary of State should include a
short visit to Indonesia in the programme of his tour to Australia, New Zealand and Hong Kong, planned to coincide
with the SEATO Conference at the end of June. I understand
that at the Banquet at the Japanese Embassy on 7 October the Japanese Foreign Minister asked the Secretary of State about
the timing of the next round of consultations. The Secretary
of State said that he would like to combine them with the
SEATO visit. Mr Fukuda said he thought this would be
perfectly all right.
