1.
I am replying to your note addressed to Mr Laird on the attached submission by Mr Crowson dated 15 October.
2. I doubt if Hong Kong could conveniently be included in the Secretary of State's February trip since it looks as though Mr Royle will be visiting the Colony during that month. It was at one time suggested that Mr Royle might postpone his visit until April so that he could take the place of the Secretary of State in response to the invitation extended by the Governor, in his capacity as Chancellor of the Chinese University of Hong Kong, to a Minister to visit the Colony as a guest of the University to open the University Science Centre during that month. However, Sir L Monson wrote on 9 September to Sir Michael Walker at the ODA suggesting that it might be possible for his Minister (Mr Wood) to visit Hong Kong for the opening of the Science Centre in April. A reply to that letter is still awaited.
3. At the moment therefore it looks as though Mr Royle will visit Hong Kong in February followed by the Secretary of State at the end of June (as part of the SEATO trip).
