The Consultants Terms of Reference

(a) Having regard to likely increases in traffic, to advise the

Hong Kong Government as to the size, nature, scope and order

of cost of the development of an air cargo area for Kai Tak

airport;

(b)

to advise the Hong Kong Government as to the desirability of

constructing a single cargo handling complex for multiple

use or, alternatively, of permitting airlines to construct

and operate their own terminals, bearing in mind the

availability of land for allocation to a cargo area;

(c) (i)

if a single cargo handling complex is recommended, to

advise as to the degree of automation desirable for the

handling of control documents, records, etc. with

particular reference to the cost-effectiveness of such

systems in Hong Kong;

(ii) if individual airline terminals are recommended, to

advise as to the general layout of the air cargo area, access ways, etc. and the areas to be allocated to

airlines;

(a)

to make recommendations as to the position of the air cargo area in the overall development of the airport. (Special

regard should be paid to the problems of access by road to

this area,

to the passenger aircraft parking areas for belly- loaded and combination aircraft cargo and to the layout and size of the all-cargo aircraft parking area required.)
