A prerequisite to the consultants study was the provision of forecasts of air cargo independent of those provided by the Director of Civil Aviation. In the event the consultants forecasts were similar and predicted some 220,000 metric tons/year by 1976; 460, 000 metric tons by 1980, and, as a "broad brush" forecast, over one million metric tons by 1990. The consultants' report was received in March 1969 and has subsequently been subjected to detailed examination both within the Civil Aviation Depart- ment and also by representatives of the airlines and other parties interested in the air freight business. The report examines the following five possible types of air cargo terminal:

Alternate A
(b)
Alternate B

Fully consolidated terminal accommo- dating all carriers.
Consolidated terminal for minor carriers and separate terminals for each of the major carriers (those processing more than 20,000 tons per year).
(c) Alternate C(1) -
Consolidated import terminal and separate export terminals.
(d)
Alternate C(2) -
Consolidated export terminal and separate import terminals.

Alternate D - Separate terminals for each major carrier or cargo handler (other carriers operating under the aegis of one of the major carriers).
Alternate B, C(1) and C(2) are not considered by either the Director of Civil Aviation or the airlines to be suitable for Hong Kong mainly because they would involve very much larger areas of land than could be made available in the airport for this purpose. The choice, therefore, rests between Alternates A and D, the advantages and disadvantages of which are set out in the next paragraph.

Alternate A the fully consolidated terminal accom- modating all carriers could be expected
(a) to make the most efficient use of land, a
particularly important factor in view of the limited land area available in the air- port;
(b) to involve somewhat higher expenditure from
public funds than Alternate D. Expenditure are as follows:
