The penultimate paragraph of Sir H.Norman-Walker's letter of
3 February confirms the view of Marine Division of DTI that
Mr. Pao is not offering sufficiently attractive conditions of
service to obtain British senior officers for his ships.
It is likely that, with Mr. Lee's reminder, Mr. Pao will now
talk to the Director of Marine and work out with him adequate
conditions of service.
2. I recommend that we wait for a further ten days before again
contacting Mr. Lee.

You may be thinking of the proponat in Hong Kong Saving Deshatch No 95 of 21 January 1970 at (1) on last year's file. This was answered at (10).
The proposal is that provisions of the (UK) Merchant shipping Acts, which have not been extended to Hong Kong but merely afplied, should be re-enacted in a consolidated form in the Colony.
This would not, I therak, apply to the Merchant Sheffing (theus Employment) Ordinance
