Mr Royle enquired earlier this week about the proposal that Mr Pao's ships be registered in Hong Kong.

I telephoned Mr Lee and he said that he would send a telex message to Mr Pao in Hong Kong asking if he had yet approached the Government on this matter. Mr Lee rang back this afternoon to say that he had now had a reply from Mr Pao. Mr Pao has apparently been travelling a good deal recently and has not in fact approached the Government. He has, however, written to Sir H Norman-Walker today seeking a meeting. If we do not hear from Hong Kong about this fairly soon I shall send an enquiry.
