From the enclosure to my minute of 21 June, you
will be aware of Mr Pao's reply to Mr Milburn's letter
of 5 May. As early discussion with Mr Royle was
necessary, John Hall of Branch 4 DTI was kind enough to
discuss this reply with me over the telephone on the
understanding that without reference to other marine
experts within your Department, our conversation
could be no more than an indication of what a more
carefully considered answer might be.
3. It seemed to Hall and me, however, that Mr Pao's
letter could be reduced to five main questions (A to E
on the attached photocopy) and I should like first to
summarise our discussion about these and then to deal
with less relevant points raised elsewhere in the letter.

exemption and there is nothing to prevent him limiting
an exemption to a chosen period of time.
