appoint surveyors for these purposes other than those of the Department itself. The position under Hong Kong law is not known to me but is I believe regulated by that Colony's Merchant Shipping Ordinance (Chapter 201 of the Laws of Hong Kong). I should think it unlikely that they delegate the survey and certification of passenger ships any more than we do.
