9. Mr Pao is on one of his periodic visits to the UK and he met Mr Royle last night. Mr Royle mentioned to him the conclusions we had come to (summarised in paragraph 8 above) and Mr Pao then said that in the circumstances it secmed that it would be possible for the World Wide Group to register their ships in Hong Kong. On Mr Royle's instructions I have now written to Mr William Lee, Mr Pao's representative in London. A copy of my letter is enclosed.
