When I saw Mr William Lee last night I had a long talk with him about the proposal that ships of the World Wide Group should be registered in Hong Kong. I went over all the ground with him but the main point I made was that if Mr Pao really wished to have his ships registered in the Colony then it seemed to me that all that was required was for representatives of the World Wide Group to sit down with the Hong Kong authorities and to work out the best way in which this object could be achieved within the framework of the existing law. I said that I had no doubt that the law both in the United Kingdom and in Hong Kong dealing with the employment of aliens would be amended in due course;
this would however take time and it seemed to me that it was most improbable that there would be any change in the law for at least 2 years.
I spoke in similar terms to Mr Helmut Sohmen (Mr Pao's son-in-law - he is an Austrian). I
