Thank you for your letter of 16 December regarding Japanese involve- ment and investment in Hong Kong.
In this connexion I think you may like to see the enclosed minute recording an interview with Sir Frederick Bennett, MP. This was sent to Kenneth Blackwell on a personal basis by Ken Price of CRE 2, Department of Trade and Industry, who wrote the minute. It does not appear to have been circulated elsewhere.
I find it particularly interesting since it demonstrates forcibly that was in this affice are not having private delusions about what is happenning here. It also seems to show that DTI are not alltogether aware of the political implications of recent events, e.g. sentence 2 of paragraph 5 which takes no heed of our warnings over the last months and ignores the recent facts such as those I have already referred to you in earlier correspondence.
