Para 4 of Mr Toms letter of 14 December to Kenneth Blackwell in Hong Kong (copied to you) asked whether he saw any objec- tion to a document which he had sent us in confidence being circulated to selected Whitehall Departments (FCO, Treasury and ECGD).
Blackwell has replied that he has no objection provided the source is protected and I am accordingly sending you here- with a copy of his letter of 4 November, with enclosures. We await information from Blackwell concerning the Transport Advisory Committee's further consideration of the paper.
I am copying this letter with enclosures to Hawkins at the Treasury and Rawlings at ECGD, and without enclosure to Blackwell for his information.
