IN CONFIDENCE

the EGCI and RIA on 27 October and would NOT be handled by the COI or BTC (HK).

(c)

Mr Rounthwaite BTC should be asked for comments on the release and advised that any

follow-up activity should come from Clague in HK.

6. After the meeting Mr Curry admitted that he had the mistaken impression that COI possessed some means of disseminating information without its origin being known. He now realised the error and was somewhat sheepish at having taken action resulting in such a large scale meeting.

7. The position was explained to Sir M MacLehose and to Mr Laird and the latter requested that Mr Price DTI be asked (without prompting) whether he considered FCO/DTI should pass any information on what had transpired to the HK Government. Mr Price takes the view I share that to inform HK at this stage might possibly be interpreted as HMG influence which in fact does not exist.
