This apportionment is based on the following arguments:-

include a special quota of about 1000 for Malta and the
Dependent Territories. (Although there has been some confusion
as between vouchers issued and vouchers used, it is assumed that
the special quota relates to vouchers issued)
(ii) that the interim scheme should provide the same quota for Malta
and the Dependent Territories as the permanent scheme.
(iii) that we have agreed at official level with the FCO that the
division between Malta and the Dependent Territories should be
600 and 400 respectively.
(iv) that the Secretary of State has agreed with the Home Secretary
and the Foreign Secretary that under the interim scheme we should
stop issuing vouchers to unskilled or semi-skilled category "A"
Commonwealth Citizens from the rest of the Commonwealth and that
this should result in a reduction in entry of about 1,000, which
also implies a reduction in the number of vouchers issued by about
1000, as usage in this category is high. As the maximum number
of vouchers than can now be issued is 1,700 this means a reduction
to 700.
(v) that the balance (2700-1000-700 = 1000) of 1000 should be issued
to Category "B" applicants.
