THE PROPOSED INTERIM SCHEME
9. If it is intended to reduce the number of voucher holders admitted
to about 2000 a year, it is estimated that the number of vouchers issued
should be reduced to about 2,700 a year. This estimate is based on past
experience of the proportion of vouchers used (c.f. paras 7 & 8) and is
not necessarily a reliable guide for the future.

It is suggested that these 2,700 vouchers should be apportioned in
