for the dependent territories not prejudicing the interests of any other territories who are most unlikely, on current form, to take up anything like the remaining 160 permits. I therefore think that the proposal is worth putting to the Home Office and the Department of Employment though, clearly, if they oppose it we cannot press it very hard.
