to you

In his submission of 1 April Mr Laird explained the

position so far as this Department was concerned and

immediately before you went on leave on 15 April you

informed Mr D A Scott that you saw no objection to

に representations being made to the Home Office and the

" Department of Employment on behalf of Hong Kong

4 Representations were accordingly made, at

Under-Secretary level. The Home Office have expressed

neutrality in the matter; but the Department of

Employment have raised some objections in their letter

of 12 May which we did not see until 21 May.

کی

We are not altogether satisfied that the objections

raised by the Department of Employment are of real

Substance but in view of the time factor there seems

little that we can do in the matter.
