5. A bone of contention in Hong Kong has been the apparent ease

with which alien chinese are granted entry visas as compared with

the granting of employment vouchers. There is some justification

for this concern. About 700 such visas are issued each year.

However, a review of the intake of alien workers is in progress

and it is Ministers' intention to make a substantial reduction

in the number of work permits available to unskilled and semi

· skilled alien workers from all countries. Details have not yet

been decided. This intention cannot be made public.
