Although these proposed arrangements have been worked out in some detail Far Eastern Department consider that they should not be divulged to members of the Hong Kong Association, including in particular Mr Sire. If therefore the point comes up all we can say is that we are well aware of the problem and that we shall have it in mind if and when the Consulate in Taiwan is closed.
