I agree that something must be done about the New Territories, but I still feel that the right course now is to reply to the petition as proposed by the Governor. We can then ask Mr MacLehose to look into the whole question of the composition of the Executive and Legislative Councils. I do not think that the Heung Yee Kuk question can be dealt with now as a separate issue.
