I wish to refer to your letter dated 2pd
September 1970 addressed to me through the District
Commissioner, New Territories, on the subject of
representation on the Executive, and Legislative
Councils and to the one dated 10th October 1970,
presented to Mr. Anthony Royle, the Parliamentary
Under-Secretary of State during his visit to Hong
Kong also on the same subject. I have now been
to both letters
