On 9 March the Chairman and 2 Vice Chairman of the Heung
Yee Kuk sent a letter to Mr Royle drawing attention to the 2
newspaper articles by Mr J C H Marriott, a former Administrative
Officer in the Hong Kong Civil Service. Mr Royle will remember
these articles which were critical of the Hong Kong Government's
administration of the New Territories and which were referred to
by Mr Rankin in a Parliamentary Question on 1 March.

In response to our request for advice the Governor has
sent us his views in Hong Kong saving despatch No. 319.
will be seen that the Kuk sent a similar letter to the Governor
and that the Governor has recommended that the reply from
Mr Royle should be along the lines of his own reply to the
effect that there is nothing to be gained by commenting on the
personal opinions of a former civil servant who has chosen to
resign.
3. I cannot recommend that the Minister should associate
himself with this part of the Governor's reply. I have
accordingly prepared an alternative reply in the form of a
draft telegram and I recommend that this be sent in reply to the
Governor's saving despatch No. 319.
