The Governor has now sent us the usual despatch enclosing the Hong Kong Immigration Ordinance for signification of Her Majesty's non-disallowance. However, I do not think that we can act on his despatch until we have received and considered the Governor's reply to our telegram at (54)

Meanwhile, there are two letters to which replies are long outstanding:

(i) the letter at (7) on the previous volume from Mr Peachey of Hong Kong. That letter has been outstanding since July and I did clear
with you a draft reply to Mr Peachey at the
beginning of September. However, that was
whilst the legislation was still in bill form.
It has now been enacted as an Ordinance and
I have accordingly redrafted the letter to
Mr Peachey in terms of the attached draft Saving después.
(ii) Mr Ben Ford MP wrote to Mr Royle at the beginning of August asking for a copy of the legislation together with an explanation of it. He was told that the legislation had not at that time been enacted and that we would send him a copy of the Ordinance as soon as it became available. A draft letter to Mr Ford is also attached. The draft follows closely the lines of an earlier letter on the same subject sent to Mr Blaker MP by Mr Royle. The letter to Mr Blaker is, however, somewhat out of date since when it was written the legislation was still in bill form. A number of subsequent amendments were made to it during its passage through the Legislative Council.
I shall be grateful for any comments that you may have on the two drafts.
