HONG KONG IMMIGRATION ORDINANCE 1971
1. On 3 August Mr Ben Ford MP wrote to Mr Royle asking if
he could be provided with a copy of the Hong Kong Immigration
Bill which had been introduced into the Legislative Council
in July, together with an explanation of the new measure.
2. Mr Godber replied to Mr Ford on 9 August saying that a
copy of the legislation would be sent to Mr Ford as soon as
possible after it had been enacted, together with an explanatory
memorandum.

The Bill was enacted by the Hong Kong Legislative Council
on 13 October and we have received copies of the resulting
Immigration Ordinance.
We are therefore now in a position
to send a copy to Mr Ford.

The draft
I attach a draft letter for the purpose.
follows the lines of a letter sent by Mr Royle to Mr Blaker
on 30 September in response to a similar enquiry. At that
time the Bill had not been enacted and Mr Royle sent
Mr Blaker a copy of the Acting Attorney General's explanatory
memorandum on the Bill. However, the Bill was amended in
several respects in the course of its passage through the
legislature and the explanatory memorandum is now out of date
in a number of respects.

I accordingly recommend that we do not send a copy of the
explanatory memorandum to Mr Ford but that instead an
explanation of certain aspects of the Ordinance be embodied
