As Mr Peachey will no doubt be aware, the United
Kingdom's own immigration legislation is such that
citizens of the United Kingdom and Colonies who belong
to Dependent Territories (including Hong Kong) and
who are not United Kingdom patrials are subject to
immigration control on entry to the United Kingdom.
Mr Peachey may rest assured that there is no
intention of using the Ordinance to stifle legitimate
criticism; nor does it represent any diminution in
the basic legal rights of United Kingdom citizens.
