provisions of Article 33 thereof or at any time earlier by mutual consent of

the two Governments. The two Governments shall consult together at any

time at the request of either Government for the purpose of reviewing the

necessity of the present Protocol.

In witness whereof the respective Plenipotentiaries have signed the

present Protocol and have affixed thereto their seals.

Done in duplicate at London, this Fourteenth day of November,

1962, in the English and Japanese languages, both texts being equally

authoritative.
