In view of the summary, I think that the sentence which I have enclosed in square brackets on page 2 of your draft might be replaced by the following:

"In addition the Home Secretary may order the deporta- tion of an alien if he deems it to be conducive to the public good. This provision may be extended to certain Commonwealth citizens under the proposed new Immigration Bill, but any person against whom a deportation order is made in the United Kingdom has a right of appeal."

The marginal queries on the draft Bill had been inserted before it first came to me; I assumed that they had been made by Mr. Hushford.
