new definition of "immigrant" in clause 2 of the Bill, to clause 5 which reproduces in substance those provisions of the U.K. Bill which deal with curtailment of the stay of an immigrant, and to clause 26 which enables persons who are deported and later re-enter the Colony illegally to be detained for police enquiries prior to re-deportation. (This provision is intended to deal with Taiwan intelligence agents and saboteurs). Other minor amendments, which raise no matters of principle, have also been made.

As the objections raised by Wilford have been wholly or substantially met in the redrafted Bill, I propose to submit it to Executive Council in the near future. If you have any further comments, I would be grateful to receive them by telegram.
