The legislation to which you refer was the subject of a
recent Parliamentary Question by Mr Merlyn Rees to which

relevant extract from Hansard.
You will see that the legislation in question has not
yet been enacted and is still the subject of
acted
correspondence between this department and the Hong Kong
Government. We will send you a copy of the legislation
as possible after it has been enacted, together
with an explanatory memorandum.
