DESPATCHED BY MINISTER OF STATE'S OFFICE

I am replying to your letter to Anthony Royle of 3 August about immigration legislation in Hong Kong.
I assume that you are referring to the Immigration Bill which was recently published by the Hong Kong Government but which has not yet been enacted. We are still in correspondence with the Hong Kong Government about the Bill and it is unlikely to become law for some time yet. We will send you a copy of the legislation as soon as possible after it has been enacted, together with an explanatory memorandum.
