I am replying to your letter of 26 August/about the
Hong Kong Immigration Bill.
Although the Bill has been introduced into the Hong Kong
Legislative Council, some of its provisions are still the subject of correspondence between this department and
the Governor and the Bill will be amended in certain
respects before it is enacted (probably at the
beginning of October).
The Bill does not seek to impose on citizens of the
United Kingdom and Colonies any restrictions on their
onsó
freedom of entry into Hong Kong other than those
restrictions which have been in existence for several
years

facilitate the removal from Hong Kong of any persons
(including British subjects who are not belongers of
Hong Kong) who misbehave or whose behaviour is not,
