So far as the letter to Mr Blaker is concerned,
I do not think it necessary to send him a copy of the
Bill itself, which will, in any event, be amended in
certain respects before it is enacted. But, Mr Royle
may like to let him have a copy of the Explanatory
Memorandum on the Bill which was prepared by the
Hong Kong Acting Attorney-General and which sets out
the main points of substance contained in the Bill.
